CLEAR SKY CONNECTIONS + UPTERN COMMUNICATIONS JOINT NEWS RELEASE
Partnership will expand high-speed home internet and other connectivity services through a First Nation-led model that supports community-directed ownership options, affordability, and long-term community benefit
WINNIPEG, Manitoba — September 9, 2026 — Clear Sky Connections and Uptern Communications Inc. today announced a partnership to enhance Manitoba First Nations high-speed internet service as well as access to related connectivity services through community-directed solutions.
The organizations have been operating under this partnership framework and are now finalizing a definitive agreement.
Connectivity gaps remain a persistent challenge for many First Nation communities in Manitoba, where available options can be costly, inconsistent and limited in capacity. This partnership is intended to expand those options, with ownership, governance and service arrangements established separately with each participating First Nation.
The partnership pairs Clear Sky Connections mandate to enhance Manitoba First Nation high-speed access with network design, deployment and operations expertise from Uptern. Together, the organizations will provide coordinated support while the First Nation determines its own priorities and preferred service model.

Through the partnership, participating First Nation communities may consider different service models, including operating a local Internet Service Provider, working with third-party providers, or using a hybrid approach. The models create opportunities for First Nations to establish ownership, control and economic benefit from the networks and services that support daily life and economic activity.

A key intent of this partnership is to extend community benefits beyond the network itself with local employment, training and skills development that build lasting technical and operational capacity. This approach offers a practical model for First Nation-led connectivity that combines community direction, flexible service options, and long-term local benefit.
An agreement is underway to begin work with the first of Clear Sky Connections 42 member communities, with that initial project already approved and moving into implementation. A release will be issued when the project is officially announced.
